The Atlantic County 4-H Junior Horse Project Advisory Council, or Junior Horse Council, was established at the beginning of the 1994-95 project year. Its origins began in early 1993 when 4-H horse project members requested periodic meetings to provide input to the volunteers of Horse Council. Currently, this member-advisory group is involved not only with providing input, but with leadership, community service, and citizenship projects. The members plan and conduct the Cloverbud Exhibition during the 4-H Fair, are involved in a roadside clean-up project, and held a Canned Goods/Toiletries Drive for the Atlantic City Rescue Mission. They also have planned several fundraising events to assist with obtaining funds for the construction of a new horse barn. The Equestrian of the Year serves as the president, and the runner up serves as vice president. The secretary and treasurer are elected from the membership.
